No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 435 of the Health and Safety Code to authorize a person who holds a permit to sell raw milk and raw milk products at certain locations. The bill would require that raw milk and raw milk products for retail sale be labeled with certain information as well as meet storing, handling, and transportation requirements. The bill would require the Department of State Health Services (DSHS) to provide access to test results from an inspection of raw milk or raw milk products upon request. DSHS anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. It is assumed that the Health and Human Services Commission could absorb costs associated with rulemaking activities. This analysis assumes there would not be a significant increase in the number of businesses seeking a license to sell raw milk or raw milk products.
