March 10, 2015

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB110 by White, James (Relating to the punishment by confinement for contempt of court for failure to obey a court order related to truancy.), As Introduced

No fiscal implication to the State is anticipated.

The bill would prohibit a court from punishing an individual found in contempt of court or who has engaged in delinquent conduct that would constitute contempt of court with confinement in jail or a juvenile detention facility.

The Office of Court Administration does not anticipate a fiscal impact to the state court system. The Juvenile Justice Department does not anticipate a fiscal impact to the state.

Local Government Impact

There may be cost savings associated with prohibiting the use confinement as punishment in jail or a juvenile detention facility; however the reduction in costs are not anticipated to be significant.
