No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to benefits for a refill of a prescription drug by a health benefit plan issuer.

Based on information provided by the Teacher Retirement System, Employee Retirement System, Texas Department of Insurance, Texas A&M University System Administration, and the University of Texas System Administration, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished within existing resources.

The bill would take effect on September 1, 2015; however, the provisions of the bill would only apply to a health benefit plan that is delivered, issued for delivery, or renewed on or after January 1, 2016.
