The bill would amend the Local Government code related to the applicability of certain requirements to agencies or instrumentalities of governmental entities, including an alliance, agreement or partnership created between governmental entities. The bill provides exceptions to the requirements.

No significant fiscal implication to units of local government is anticipated.
The Texas Association of Counties reported some counties may see a cost savings due to the provisions of the bill; however, savings are not expected to be significant.
