LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 22, 2015

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB220 by Stephenson (Relating to restrictions on the name of a general-purpose political committee; providing a criminal penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Election Code to require the Ethics Commission to determine whether the name of a general-purpose political committee contains the name of a political party without the political party's permission. The bill would require the Ethics Commission to terminate the campaign treasurer appointment of a general purpose committee that continues to use a prohibited name after the treasurer has been notified by the commission of the violation. The agency indicates that any cost associated with the bill could be absorbed within existing resources.

The bill would take effect September 1, 2015 and the Ethics Commission would be required to notify the appointed campaign treasurer of the political committee of that determination no later than January 1, 2016.

Local Government Impact

No fiscal implication to units of local government is anticipated.
