No significant fiscal implication to the State is anticipated.
The bill would amend the Insurance Code relating to certain fees charged for the adjudication of pharmacy benefit claims. The bill would prohibit a health benefit plan issuer or a pharmacy benefit manager from charging a pharmacy or pharmacist for costs related to the claims adjudication process.
Based on information provided by the Texas Department of Insurance, University of Texas System Administration, Texas A&M University System Administration, and Teacher Retirement System, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished within existing staff and resources.
Based on information provided by the Employees Retirement System (ERS), the bill could result in higher administrative costs when ERS enters into its next contract with their pharmacy benefit managers in fiscal year 2018; however, it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished within existing staff and resources.
