No significant fiscal implication to the State is anticipated.
The bill would require the director of the Texas Department of Public Safety to establish minimum standards for handgun proficiency and develop a course to teach handgun proficiency. The bill would also require certain handgun proficiency training to obtain or renew a concealed handgun license. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing agency resources.
