No significant fiscal implication to the State is anticipated.
The bill would require the Texas Juvenile Justice Department (TJJD) to conduct a study to determine the feasibility and potential costs and benefits to the state of implementing a pay-for-performance contract program for certain juvenile justice programs and services. TJJD would be required to submit a report, no later than November 1, 2016, on the results of the study. The bill would take effect immediately upon receiving a two-thirds majority vote in each house, otherwise the bill would take effect September 1, 2015.
