No significant fiscal implication to the State is anticipated.

The bill would require the Juvenile Justice Board to appoint a committee to develop a plan for studying, reorganizing, and revising relevant laws concerning juvenile justice records. The bill requires that the committee submit a report of recommendations to the legislature and the Juvenile Justice Board no later than November 1, 2016. The committee would be abolished December 31, 2018. This analysis assumes that the Juvenile Justice Department and the Department of Family and Protective Services could implement the provisions of the bill by utilizing existing resources. The bill would take effect immediately upon receiving a vote of two-thirds of all the members elected to each chamber, otherwise it would take effect September 1, 2015.
