No significant fiscal implication to the State is anticipated.

The bill would amend Chapters 501 and 502 of the Transportation Code to establish the definition of an autocycle and specify that an autocycle is considered to be a motorcycle for the purposes vehicle titling and registration. The bill would amend various provisions of the Transportation Code relating to motorcycle equipment and safety requirements to address the applicability of certain motorcycle requirements to autocycles.

Based on the information provided by the Department of Motor Vehicles (DMV), the change to the definition of motorcycle would authorize the titling and registration of certain types of vehicles for road use that are not currently eligible. Based on the analysis of DMV and the Department of Public Safety, it is assumed implementation of the bill would not result in a significant impact to state revenue and any costs could be absorbed within existing resources.
