No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 192, Health and Safety Code, relating to the information on the supplementary birth certificate of an adopted child.  The bill would remove the requirement that an adoptive parent be named as either the mother (and must be a female), or the father (and must be a male). Instead, the certificate would reflect the names on the certificate of adoption.

The Department of State Health Services indicates there would be costs associated with the modification of forms to include a "Parent" and "Co-Parent" or other gender neutral designation as well as technology costs related to system modifications. It is assumed that the agency could absorb these costs within current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
