LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 27, 2015

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB587 by Hernandez (Relating to a voter education program for high school seniors.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Secretary of State, in consultation with the Commissioner of Education, to develop a voter education program for high school seniors.

The bill would allow certain county officials to present the voter education program to high school seniors once each year at the request of a public or private high school.

The Texas Education Agency and Office of the Secretary of State anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.

Local Government Impact

There may be administrative and personnel costs to counties to present a voter education program to high schools.

Travis County reported a total cost of $85,000, including additional staff, travel, equipment, and supplies.

Hall County and District Clerk's Office reported that no significant impact is anticipated.

No significant cost to local school districts is anticipated.
