Under the provisions of the bill, SECO would be required to review and approve energy savings performance contracts. Subsection (i) of Section 51.927, Education Code, currently requires that contracts be reviewed by a licensed professional engineer with a minimum of three years of experience in energy calculation and review.
The Comptroller of Public Accounts, which administers SECO, indicates annual costs of $100,000 for the purpose of contracting with a licensed professional engineer to review proposed energy savings performance contracts. The agency anticipates conducting technical and engineering reviews of approximately two to three contracts each year.
