HB615 by Clardy (Relating to authorizing the sale of certain real property held by the Health and Human Services Commission to the City of Rusk.), As Introduced

Depending upon sales price and transaction costs, there could be an indeterminate positive fiscal impact to the state.

The bill would authorize the sale of certain real property held by the Texas Health Human Services Commission (HHSC) to the city of Rusk.
 
The bill would direct the General Land Office to offer for sale the real property described in the bill to the city of Rusk on behalf of the HHSC.  The bill would provide that net proceeds from the sale would be deposited to GR Account 0543-Texas Capital Trust. Depending upon sales price and transaction costs, there could be an indeterminate positive fiscal impact to the state.

The bill would take effect immediately upon enactment, assuming that the bill received the requisite two-thirds majority votes in both houses of the Legislature.  Otherwise, the bill would take effect September 1, 2015.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
