FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 28, 2015

TO:
Honorable Jim Keffer, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB632 by Simpson (Relating to the planning and funding of water projects to be constructed in a region other than the region proposing the project.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require that for a proposed project located outside of a regional water planning area to be included in a regional water plan the proposing regional water planning group (RWPG) would have to obtain the consent of at least two-thirds of the members of the RWPG from the region which the project would be located. The bill also would require that the consent described above must have been obtained for the Water Development Board to provide financial assistance for a project that would be constructed in a regional water planning area other than the planning area benefitting from the project.

No significant costs to the TWDB are expected as a result of the bill's passage.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
