Honorable Charles Perry, Chair, Senate Committee on Agriculture, Water & Rural Affairs
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB821 by Sheets (Relating to the requirements of certain minors applying for a hunting or fishing license.), As Engrossed
No significant fiscal implication to the State is anticipated.
The bill would amend portions of the Family Code and Parks and Wildlife Code to prohibit the Parks and Wildlife Department (TPWD) from adopting rules requiring a Social Security Number on a hunting or fishing license application for minors age 13 and younger. The bill would allow TPWD to adopt rules requiring the parent or guardian of such an applicant to sign an affidavit that the applicant is not required to pay child support.
Based on information provided by TPWD, the bill would result in a minimal cost to the Game, Fish, and Water Safety Account No. 9 for license system programming and printing forms. This analysis assumes that costs associated with implementing the provisions of the bill could be absorbed within existing resources.
Local Government Impact
No fiscal implication to units of local government is anticipated.
