No significant fiscal implication to the State is anticipated.
The bill would establish an interim committee to study and review the methods by which state agencies store biometric identifiers. The bill would establish requirements and guidelines for the study and would require the committee to submit a report of the committee's findings and recommendations to the members of the Legislature not later than December 1, 2016. The bill would require the Lieutenant Governor and the Speaker of the House of Representatives to appoint the members of the committee not later than the 60th day after the effective date of the bill. The bill would also require the Texas Legislative Council (TLC) to provide any necessary staff and resources to the committee created by the bill.
Based on information provided by the TLC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
The bill would take effect September 1, 2015 and would expire March 1, 2017.
