LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 20, 2015

TO:
Honorable Geanie Morrison, Chair, House Committee on Environmental Regulation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB912 by Isaac (Relating to the dismissal of protests against certain decisions and actions of the Texas Commission on Environmental Quality regarding wastewater discharge permits.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to dismiss a protest relating to a wastewater discharge permit if the protest is filed by a municipality that is subject to less stringent wastewater treatment requirements than the requirements established by the permit.

Although the bill could require additional TCEQ staff time to review permits and municipal ordinances, no significant costs to the agency are anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
