LEGISLATIVE BUDGET BOARD

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 21, 2015

TO:
Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1019 by Flynn (Relating to publication of notice by a governmental entity on a newspaper's Internet website.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow a governmental entity to satisfy a requirement that it publish a notice in a newspaper by publishing the notice on a newspaper's website. In order to be considered eligible to publish a notice by a unit of government, a newspaper would be required to offer an internet-only publication option and would be authorized to charge a fee of no more than $25 for such publication.

Local Government Impact

There may be a cost savings to units of local governments depending on the number of notices posted and current cost of posting. The City of Hurst reported there would be an estimated savings of $6,300 per year.
