LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 31, 2015

TO:
Honorable John Frullo, Chair, House Committee on Insurance

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1038 by Sheffield (Relating to insurance coverage for hemophilia medical treatment.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to authorize the Department of State Health Services (DSHS) to include insurance premium payment assistance as a benefit to individuals served by the Hemophilia Assistance Program. The bill would amend the Insurance Code to specify that individuals receiving benefits from the Hemophilia Assistance Program would also be eligible for coverage from the Texas Health Insurance Pool. DSHS indicates that implementing the provisions of the bill could be absorbed within current resources, and the Texas Department of Insurance does not anticipate any fiscal implications related to implementation of the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
