No significant fiscal implication to the State is anticipated.
This bill relates to the establishment of The Texas Technical Center for Innovative Desalination at The University of Texas at El Paso in partnership with The University of Texas at San Antonio. This is a joint partnership, the organization control and management of the center are vested in the board. The center shall operate through The University of Texas at El Paso's College of Engineering, participation shall be open to any faculty member. The purpose of the center is to promote interdisciplinary research for the desalination of seawater from the Gulf of Mexico and brackish water within surface and groundwater, offer long-term water supply solutions for the state, and provide educational outreach. The board shall solicit, accept and administer gifts and grants from public of private source, including local, state and federal agencies.
It is assumed the two institutions can absorb the cost of implementation of the bill within existing resources.
