HB1103 by Murphy (Relating to space utilization and online enrollment requirements for the issuance of revenue bonds by certain public institutions of higher education.), As Introduced

No significant fiscal implication to the State is anticipated.

Under provisions of the bill general academic teaching institution may not issue bonds payable from revenue funds unless the institution has satisfied the standards prescribed by the Texas Higher Education Coordinating Board. This analysis assumes that any costs for institutions of higher education and the Higher Education Coordinating Board to implement the provisions of the bill could be absorbed within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
