No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to allow the State of Texas to enter and be bound by a Compact for a Balanced Budget with other states enacting, adopting and agreeing to be bound by the compact.  The bill would establish and define the compact and the compact commission in addition to the associated powers, duties, requirements, and guidelines for the purposes and operations of both.  The bill would allow the commission to request and disburse funds to support the operations of the commission, Compact Administrator, and convention; each member state would be required to fund the commission and the Compact Administrator activities as determined by state law or voluntary donations. 

The bill would establish the Governor, Speaker of the House, and Lieutenant Governor (or their respective designees) as being appointed to represent the State at the convention as its exclusive delegates and allow for the reimbursement of expenses for attending the convention.

It is assumed that there would be minimal costs associated with implementing the provisions of the bill.
