No significant fiscal implication to the State is anticipated.
The bill would establish a task force to study and make recommendations regarding the outcomes of juveniles adjudicated of sexual offenses. The bill describes certain duties of the task force, including the preparation of a report which is to be distributed no later than December 1, 2016. The task force would be abolished September 1, 2017. The bill would take effect immediately upon a two-thirds vote within each chamber, otherwise the bill would take effect September 1, 2016. The Juvenile Justice Department, Department of Family and Protective Services, Department of Public Safety, Office of the Attorney General, and Office of Court Administration indicate that implementing the provisions of the bill could be achieved using existing resources. However, to the extent discretionary federal funds are unavailable, it is unclear if the Office of the Governor could implement the provisions of the bill within existing resources.
