LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 25, 2015

TO:
Honorable Joseph Pickett, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1183 by Shaheen (Relating to the authority of certain entities to enter into a comprehensive development agreement.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to specify that the Texas Department of Transportation (TxDOT), before entering into a comprehensive development agreement, must receive approval by an order of the commissioners court of each county containing a portion of a project that is the subject of the comprehensive development agreement. The bill would apply the same requirement for comprehensive development agreement relating to a turnpike project of the North Texas Tollway Authority.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

There could be costs associated with the approval by the commissioners court of a county. These cost would vary depending on the number of projects in a county. No significant fiscal implication to units of local government is anticipated.
