No significant fiscal implication to the State is anticipated.
The bill would require the Texas Department of Criminal Justice (TDCJ) to issue a request for proposals (RFP), as described by the bill, to provide medical care to inmates confined by TDCJ. A contract awarded in response to a RFP must comply with certain requirements as specified in the bill. TDCJ anticipates any additional work resulting from the requirement to issue a RFP could be reasonably absorbed within current resources.
This analysis assumes the provisions of the bill do not require TDCJ to award a contract in response to the issuance of the RFP. The bill restricts current TDCJ inmate health care providers from responding to the required RFP.
The bill would take effect immediately upon receiving a two-thirds majority vote in each house, otherwise the bill would take effect September 1, 2015. The bill's provisions would expire on January 1, 2019.
