April 27, 2015

TO:
Honorable John T. Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1313 by Fletcher (Relating to ensuring the removal of the names of deceased persons from the jury wheel.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the Secretary of State to assist county and district clerks in removing deceased persons from the jury wheel.

The Secretary of State indicates the provisions of the bill could be implemented within existing resources.

The bill would take effect immediately upon receiving a two-thirds majority vote in each house.  Otherwise, the bill would take effect September 1, 2015.

Local Government Impact

There may be administrative costs to district and county clerks; however, fiscal impact would vary depending on the number of deceased persons to be from the jury wheel.

Travis County District Clerk reported that no fiscal impact is anticipated.
