LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 20, 2015

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1327 by Galindo (Relating to the recall of members of school district boards of trustees.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Education Code to establish a process to recall members of a school board of trustees under certain circumstances. In order for a recall election to take place, a petition must be submitted to the board of trustees and a district court must determine if there are sufficient facts to support allegations. Under the provisions of the bill, a county judge may order a special election to fill board of trustee vacancies. This election would be paid by the school district.

Local Government Impact

School districts could incur administrative costs to order and conduct recall and special elections. Costs would vary depending on the number of elections held under the provisions of the bill.
