No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to specify that a county that is not part of the regional tollway authority becomes part of the authority on a date determined by the authority by certain recorded toll collections or by the population of the county. At the time an authority enters into a primary construction contract in a county that is not part of the authority, the authority would be required to create an advisory committee to advise the board on matters related to the projects in the county. The bill provides requirements of the advisory committee members.
