No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require the Sunset Advisory Commission (SAC) to review the laws of this state to identify each statute and state agency rule that would require an action or proceeding to be brought or considered in Travis County, a Travis County district or statutory county court, or the Court of Appeals for the Third Court of Appeals District. It would also require the SAC to make recommendations on whether any such action or proceeding should legitimately be handled in Travis County or another county. If the SAC were to recommend to move any to another county, SAC would be required to estimate any additional costs to the state that would be incurred with the revision. The bill would require the Legislative Council (TLC) to assist the commission in identifying statutes and agency rules covered by the bill and the Legislative Budget Board (LBB) to assist in estimating costs. The bill would also require SAC to prepare a report.
There would be some cost to the affected agencies as a result of the bill; this analysis assumes that among the three agencies that the costs would be minimal and in part dependent on the actual allocation of responsibilities.
The bill would take effect September 1, 2015 and would expire September 1, 2017.
