LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

March 17, 2015

TO:
Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1443 by Geren (Relating to the Texas Identification Number system.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 403, Government Code, to remove the exemption of state employees from assignment of a Texas Identification Number (TIN) and to no longer require the Comptroller to base the TIN on the Comptroller's taxpayer identification number system. The bill would take effect immediately if it receives a two-thirds vote of all members elected to each house; otherwise the bill would take effect on September 1, 2015. The Comptroller of Public Accounts indicates that any cost associated with implementation of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
