No fiscal implication to the State is anticipated.
The bill would prevent a municipality from adopting an ordinance that would prohibit a church from providing overnight shelter for a child. Under the provisions of the bill, a municipal ordinance or regulation that relates to safe and sanitary operation of a homeless shelter for children applies a church that provides overnight shelter for children. The bill would permit a municipality to adopt and enforce an ordinance establishing limits on the number of nights a child may use the shelter provided by a church or the number of children that can be housed per night.
