No significant fiscal implication to the State is anticipated.

The bill would amend the Elections Code to allow applications for ballot by mail to be completed electronically on a device capable of capturing the voter's signature, then printed and submitted to the early voting clerk in the regular manner, and require the Secretary of State to adopt certain rules.

The Secretary of State indicates the provisions of the bill could be implemented within existing resources.

The bill would take effect September 1, 2015.

No significant fiscal implication to units of local government is anticipated.
