No significant fiscal implication to the State is anticipated.

The bill would repeal Chapters 41, 42, and 46, Education Code related to the Foundation School Program. The bill would authorize the Commissioner of Education to adopt rules providing for the distribution of state revenue for the maintenance and operations of public schools and the support of instructional facilities and school district debt. It is assumed that the system to be determined by the commissioner would require and distribute state funds in an amount similar to the current level of appropriation for the Foundation School Program. As a result, no significant fiscal implications to the state are anticipated.

Local Government Impact

The distribution system adopted by the commissioner of education could result in changes in the amount of revenue available to individual school districts relative to current law. Implications would be anticipated to vary widely among districts depending on the system adopted.
