LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 26, 2015

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1831 by Zedler (Relating to the authority of the attorney general to investigate election-related offenses.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to require a registrar to submit an affidavit stating relevant facts to the local prosecuting attorney and the attorney general if the registrar determines that a person who is not a registered voter voted in an election. The bill would also allow for two or more registered voters to present affidavits alleging criminal conduct in connection with the election either to the local prosecuting attorney or to the attorney general. The bill would require for the attorney receiving the affidavits to investigate the allegations.

The Office of Attorney General indicated the costs associated with the implementing the provisions of the bill could be reasonably absorbed within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
