The fiscal implications of the bill cannot be determined at this time due to the number of unknown variables such as the number of grants and the value of grants.
The bill would amend Vernon's Texas Civil Statutes to create the Major Events Security Grant Program administered by the Office of the Governor. The bill would require events to be annual to be eligible for grant awards. Events must also provide total economic impact on the local economy of more than $300 million and promote economic development. The bill would take effect September 1, 2015.
According to the Office of the Governor, the following variables related to the bill provisions are unknown:
1) How the economic impact of an event would be determined;
2) The average grant award required for future contracts that have yet to be awarded; and
3) The number of events that might meet criteria to apply for security reimbursement grants.
Depending on the number and types of events eligible for grants, there would be an indeterminate fiscal impact on the state.
The bill would take effect September 1, 2015.
Local Government Impact
Bexar County and the City of San Antonio reported no fiscal impact. The City of Houston reported that fiscal impact cannot be determined at this time.
