No fiscal implication to the State is anticipated.

The bill would amend the Government Code by defining an "illuminated device" and permits a person to use an illuminated display to communicate with disaster relief personnel in an area subject to a declaration of a state of disaster. No significant fiscal impact to the state is anticipated.

The bill would take effect September 1, 2013.
