April 22, 2015

TO:
Honorable Angie Chen Button, Chair, House Committee on Economic & Small Business Development

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1991 by Blanco (Relating to improvements on private property for public private partnerships.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would amend the definition of a "qualifying project" for the purposes of Government Code 2267, which governs partnership agreements between public and private entities. The bill would specify that real property owned by another party, including a party that had been contracted, that was made available for public use could be considered a qualifying project.

The number and scale of projects that would be affected by this legislation is not known. However, it is assumed that any fiscal impact from the legislation would not be significant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
