No significant fiscal implication to the State is anticipated.

The bill would allow the Commissioner of Education to grant a charter to institutions of higher education (IHE) to operate an open-enrollment charter school campus at any location in the state. 

There could be an increase in requests for expansions from IHEs or increases in requests to operate IHE charters in new locations. If the IHE requests increase significantly, the Texas Education Agency could require additional resources to assist with the IHE charter process.

Local Government Impact

No fiscal implication to units of local government is anticipated.
