No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the delivery of children's mental health services through the system of care framework. The bill would require the Health and Human Services Commission (HHSC), rather than a consortium of agencies responsible for certain mental health services, to implement a system of care framework and maintain a plan for the delivery of mental health services.  HHSC may enter into a memorandum of understanding with other agencies to deliver mental health services described in the bill. The bill would expand the population of minors served through the system of care to include those who have or are at risk of developing a serious emotional disturbance.

HHSC, the Department of State Health Services, the Department of Family and Protective Services, the Texas Education Agency and the Texas Juvenile Justice Department indicate that provisions of the bill could be implemented within existing resources. The fiscal impact to the Texas Department of Criminal Justice would be dependent upon the projected size of this expanded population.
