No significant fiscal implication to the State is anticipated.

The bill would add a chapter to the Health and Safety Code on emerging and neglected tropical diseases. The bill would require that the executive commissioner of the Health and Human Services Commission (HHSC) establish a sentinel surveillance program (limited to a number of carefully selected sites reporting data on certain diseases) in the Department of State Health Services (DSHS). The bill would require that the executive commissioner adopt rules to govern the operation of the program. The bill would require that DSHS provide reimbursement to a health facility or health professional for the costs incurred related to copying medical information provided to DSHS for use by the program. The bill would require that DSHS maintain a central database of information collected and analyzed and that DSHS make available educational and informational material on emerging and neglected tropical diseases.

DSHS, HHSC, and the Department of Aging and Disability Services indicate that implementing the provisions of the bill could be accomplished using existing resources.
