LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 17, 2015

TO:
Honorable Richard Peña Raymond, Chair, House Committee on Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2070 by Thompson, Senfronia (Relating to exempting certain foster homes that provide shelter to victims of human trafficking from certain notification and hearing requirements.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 42 of the Human Resources Code as it relates to the public notice and hearing requirements for licensing certain foster homes.  The bill would allow the Department of Family and Protective Services (DFPS) to waive the notice and hearing requirements for an applicant meeting certain criteria. The Health and Human Services Commission would be required to adopt rules by December 1, 2015. DFPS indicates the provisions of the bill can be implemented within existing resources.  It is assumed HHSC can adopt rules within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
