No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 114 of the Health and Safety Code to require the Interagency Obesity Council (IAOC) to develop certain wellness guidelines and incentives to encourage licensed child-care providers, public school teachers, and public school administrators to follow the guidelines. The Council would be required to develop the guidelines by January 1, 2016 and communicate these guidelines with the necessary parties by July 1, 2016.
The Department of Agriculture anticipates it would receive federal funds to administer bill provisions. The Texas Education agency indicates it could administer the bill within existing resources and the bill would have no impact to Foundation School Funds. It is assumed the Department of State Health Services could implement the bill within existing resources.
Local Government Impact
School districts and charter schools may be incentivized to follow wellness guidelines provided by the IAOC. It is assumed that any administrative costs to follow new wellness guidelines would be offset by incentives offered through the IAOC.
