HB2203 by Phillips (Relating to the creation of the Joint Committee to Review the Sunset Advisory Commission.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would establish a joint committee to review the Sunset Advisory Commission (SAC).  The bill would require the committee to be composed of three senators, three members of the House of Representatives, two executive heads of state agencies appointed by the Governor, and three public members appointed by the Lieutenant Governor, Speaker of the House, and Governor respectively.  The bill would require the committee to employ staff as necessary to carry out duties and responsibilities associated with implementing the provisions of the bill and reimburse public members and committee members appointed by the Governor. The bill specifies that Senate and House would reimburse legislative committee member expenses.  The bill would entitle a witness attending a committee proceeding under process to mileage and per diem reimbursement equivalent to a witness who appears before a grand jury in this state.  The bill would require the committee to report its findings and recommendations no later than December 1, 2016 and would abolish the committee on January 1, 2017.

Based on information provided by the SAC, any duties and responsibilities for that agency associated with the review could be accomplished bill within existing resources.  Minimal costs are anticipated for both the Senate and House of Representatives in implementing the provisions of the bill.
