No fiscal implication to the State is anticipated.
The bill would create a process to establish an emergency response district. The bill would require the commissioners court of a county to hold a hearing on the issue of creation of the district, determine the proposed boundaries of the district and call an election on the issue. The district would be created by an election approving a proposition to create the district. The bill would permit the commissioners court of a county to appoint the board of directors of the district if a emergency response district is created. The bill sets forth the duties and services of a emergency services district. Under the provision of the bill, the district would be permitted to issue bonds and impose an ad valorem tax.

There could be costs associated with the establishment of a district. The costs would vary by local entity and would depend on the size of the proposed district and the number of voters if an election was held.
