No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to require the executive commissioner of the Health and Human Services Commission to require each person operating an animal shelter to keep and maintain records on the premises of the animal shelter and to make records available to the public. The bill would require an animal shelter or releasing agencies to prepare and maintain records of the intake and disposition of animals in the shelter. The bill sets forth requirements of the records maintained by an animal shelter. Under the provisions of the bill, an animal shelter would be required to prepare monthly records, maintain records for at least three years after the record was prepared and make records available to the public.
