LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 28, 2015

TO:
Honorable John Zerwas, Chair, House Committee on Higher Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2361 by Bell (Relating to the service areas of certain junior college districts.), As Introduced

No fiscal implication to the State is anticipated.

Local Government Impact

The bill would amend the Education Code relating to the service areas of certain junior college districts. The bill would move Waller County ISDs, except for Katy ISD, to the Lone Star College System District service area, and Brazos ISD would move to the Wharton County Junior College District service area. These districts could then work with those college districts to provide dual-credit courses. Costs may decrease or increase for these districts depending on the specific fees charged by the colleges for dual-credit courses.

Based on information provided by Lone Star College System District and Wharton County Junior College District, there could be increased costs to the institutions related to providing dual credit courses to the ISDs added to the junior college districts in the provisions of the bill. However, these costs would be offset by increased revenues and are not assumed to be significant.
