April 11, 2015

TO:
Honorable Larry Phillips, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2455 by Burkett (Relating to the establishment of a task force to promote uniformity in the collection and reporting of information relating to family violence, sexual assault, stalking, and human trafficking.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to create a task force to promote uniformity in collection and reporting of information on family violence, sexual assault, stalking and human trafficking. The bill would define the membership and duties of this task force and authorizes the director of the Office of Court Administration to appoint the presiding officer for the task force. Task force members would serve without compensation or reimbursement of expenses. The Office of Court Administration would be required to provide necessary administrative and technical support for the task force's activities and the agency would be required to seek the assistance of the task force before making any recommendation as a result of work completed by the task force. The task force would receive input from a variety of individuals and organizations concerning the topics identified in the bill; develop related policy recommendations and best practices; and publish a report by September 1, 2016, to be distributed to the governor, lieutenant governor, speaker of the house of representatives, and the appropriate standing committees of the legislature. The task force would be abolished effective September 1, 2017.

Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
