No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission (HHSC) to establish and oversee a Task Force on Family Support and Parent Education Programs to study and make recommendations on certain programs in the state. The bill would require that staff from HHSC, the University of Texas School of Public Health, the Department of Family and Protective Services (DFPS), the Department of State Health Services (DSHS), the Texas Education Agency (TEA), and others. The bill would require the task force to submit a report to the legislature by December 1, 2016, and abolishes the task force on September 1, 2017. Additionally, the bill would allow HHSC to accept gifts, grants and donations on behalf of the task force. Based on the analysis provided by the University of Texas System, DFPS, DSHS, TEA, and HHSC, it is assumed that the provisions of the bill can be implemented within existing state resources.
