No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code related to Educator Preparation Programs (EPPs).

The bill would allow the State Board for Educator Certification (SBEC) to delegate any power or duty granted to or imposed on the board to the Commissioner of Education. This would include the authority to propose rules and make final orders and decisions.

The bill would allow SBEC to propose rules to establish standards governing the approval or the renewal of EPPs and the certification fields authorized to be offered an EPP.

The bill would allow SBEC to propose rules necessary for the sanction of EPPs that do not meet accountability standards or comply with state law or rules. The board would also be required to review the accreditation status of each EPP at least annually. The amendment would also allow the agency to revoke the approval of an EPP without a one year probation period. The amendment would also allow an EPP to request a contested case hearing if the agency recommends revocation of the EPP's approval. 
 
The bill would allow SBEC to authorize an investigation of an EPP if an EPP presents a significant level of risk or a complaint indicates that an EPP may have violated a provision or rule. 

This bill would take effect September 1, 2015.

Based on the analysis of the Texas Education Agency, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
